Emilio M. Justo, M.D.

Founder and Medical Director
Board-certified Eye Physician and Cosmetic Surgeon

Born in Havana, Cuba and raised near Chicago, Illinois, Dr. Justo is married with two sons and a daughter and loves spending time with his family. He enjoys theater, music, and traveling and is a fierce sports enthusiast. On several occasions, he has utilized his fluency in Spanish in his travels to Mexico, where he provides modern medical and surgical eye care to the underprivileged.

Mark Yates, O.D.

Assistant Director of Optometry

Dr. Yates has more than three years of experience providing individualized complex and routine vision care to patients. He diagnoses and cares for patients with a wide range of vision care needs, from glaucoma to macular degeneration and dry eye syndrome.

Daniel Valdes, O.D. 

Assistant Director of Optometry

Dr. Valdes brings a compassionate desire to educate and empower his patients. He takes walk in appointments, emergencies, and comprehensive medical eye exams. Dr. Valdes works with patients who suffer from dry eye, need diabetic eye exams, or have been diagnosed with glaucoma and other eye diseases.

Holli Johnson

Practice Administrator

Holli operates multiple practices as Arizona Ophthalmology Administrator for EyeCare Partners including the Arizona Eye Institute & Cosmetic Laser Center.  She brings a passion for leadership in the medical practice industry, and enjoys helping her teams grow to their fullest potential. In her two decades of experience she has worked in every position in an eyecare practice, bringing a strong knowledge to support best practices that result in best care for patients. Holli is from Washington state, but is proud to currently live in Phoenix with her husband and her sons. She enjoys spending time with her family, who are all car aficionados. 

Jennifer S., C.P.S.S.

Practice Manager

Jennifer brings more than two decades of dedication at the Arizona Eye Institute to her role as Practice Manager. She has been a valuable asset to our practice since joining us in 2001. With many years of experience in medicine, Jennifer has also completed college courses in business and accounting, and certified training with Obagi Medical Products and Systems.

Director of Nursing

Elaina Bix, R.N., B.S.N., brings a wealth of knowledge, passion and experience as the Director of Nursing and Ambulatory Surgery Center Manager.  Elaina lives in Surprise with her significant other and their four children with their shepherd/lab mix dog, Tank.  Her career has centered around working in surgery centers, and her passion lies in eye surgery.  Before coming to the Arizona Eye Institute, she also worked in an orthopedic surgical center but was missing her true love of vision care. "I love working with eyes. I have seen almost every eye surgery I have been able to and know the huge difference these procedures are making in the lives of patients. I am thrilled to be working among a team known for its care and commitment to each individual patient," Elaina explained. 

Roxanne D., R.N.

Certified Aesthetic Laser Nurse
Cosmetic Consultant

Roxanne is a registered nurse with more than 30 years of health care experience, and has been our director of nursing since 2006. She has obtained unique high-level certifications including the following: Certified Aesthetic Laser Nurse, Certified Medical Laser Safety Officer, and Certified OBAGI Skin Care and Blue Peel Specialist. Roxanne also functions as the assistant director of our Ambulatory Surgery Center (ASC). She is passionate about her grandkids and her family. Her hobbies include art, scuba diving, and making ugly crochet blankets for loved ones. She lives in Glendale, but loves traveling out of the country.

Front Office Supervisor
Certified Patient Service Specialist

Cassandra serves as the supervisor of the Front Desk customer service team, and has been with the Arizona Eye Institute & Cosmetic Laser Center for more than a decade. A native to Arizona, she has proudly been working in the medical field since 2003. Cassie received her Certified Nursing Assistant certificate through Glendale Community College. She lives in Surprise with her husband and their two daughters, and enjoys family travel and activities. Cassie cherishes the holiday season - especially Christmas. You will often find signs of her championing of the holiday season decorating the office and social media pages, as the self proclaimed "Holiday Cheermeister" plans interactive and creative holiday activities and contests that engage both patients and the team.

Billing Account Analyst 

Staci brings her skills as a surgical coordinator as well as a banking associate, to our talented team, where she is passionate to help ensure your exceed all of your health and beauty goals. Staci is a expert on helping ensure patients secure the appropriate insurance coverage on applicable services. She has worked in a variety of medical fields including pediatric and vision care. A Texas native, Staci is proud to live in Surprise. She is the proud mother of two sons, with whom she enjoys spending as much time as she can outside.

Billing Account Analyst 

Jessica brings more than five years experience working in the billing field in support of patients and quality customer service. Born in Utah, she traveled the world as a military child, and now lives in Peoria with her husband and her daughter. She speaks both English and Korean and loves to play the piano and cello as well as work with her inquisitive daughter on learning new languages. Jessica has experience working with stocks and investments, insurance and mortgages, banking and in medical care.

Marketing Director

Beth brings her enthusiasm for sharing the success stories of the practice from her decade of experience as an award-winning journalist. She has managed communications for business, government and nonprofit organizations. Raised between Pennsylvania and Arizona, Beth grew up traveling often, and thrives on meeting new people and hearing their stories. She has a Bachelor of Arts degree in journalism and political science from The Pennsylvania State University. She is proud to call Surprise her home.

Strategic Analyst

Married with two sons and a daughter, Allison was born and raised in Chicago before moving to Phoenix in 1998. Since earning a doctorate in education from Loyola University Chicago, she has been continually active in the educational field as teacher, principal, and superintendent in both cities.
